The answer is YES. New York State Energy Conservation Construction Code (NYS ECCC) requires verifying duct tightness. Verification can take place with the air handler installed or without.

The leakage measurement must be across the entire system enclosure, with all register boots taped or sealed at a test pressure of 25 Pa.

If the air handler isn't installed, leakage must be less than or equal to 4 cfm per 100 sq. ft. of conditioned floor area.

If it still needs to be installed, the leakage rate must be less than or equal to 3 cfm per 100 sq. ft. of conditioned floor area.
